Out-of-Rack Inspection Report Review A Professional Discussion Between Two Flooring Professionals

Lee: At the Guild, we have a saying: 95% of all successful education is correct application.

John Paul: I agree. And that is really the purpose of reviewing an inspection report like this. We're not reviewing it to embarrass another inspector or contractor. We're reviewing it as a teaching tool—to look at the measurements, compare them with the applicable flooring standards, and determine whether the conclusions actually follow from the evidence.

Lee: That's how the Guild came into existence in 2007. Dr. LaPasha reviewed one of my engineered-wood flooring examinations and explained, very professionally, where I was wrong. He even allowed me to visit his laboratory at the Hodges Wood Laboratory at North Carolina State University so he could explain what I had misunderstood.

John Paul: And instead of taking that correction personally, you used it as a learning experience?

Lee: Exactly. That experience became part of the foundation of the Guild, which has continued since 2007.

Building-Code Requirements Versus Flooring Standards

John Paul: Let's start with an important distinction. There are building-code requirements, and there are flooring-industry installation standards. They aren't necessarily the same thing.

Lee: Correct. Consider the following guideline concerning a wood floor that is out of square:

The diagonal of a triangle with sides of 12 feet and 16 feet along the edges of the floor will be no more than 1⁄2 inch more or less than 20 feet.

John Paul: And there is also a remodeling-specific provision allowing the consumer and contractor to agree to construct a wood floor out of square when necessary to match or compensate for preexisting conditions.

Lee: Right. The corrective measure calls for the contractor to make the necessary modifications, in the most practical manner, when a floor doesn't comply with the performance guideline. The modification should produce a satisfactory appearance and may be structural or cosmetic.

John Paul: There's another important point in that discussion: squareness is primarily an aesthetic consideration. Repeated geometric patterns in floor and ceiling coverings can reveal an increasing or decreasing pattern along an out-of-square wall.

Lee: And the stated ±1⁄2-inch diagonal tolerance allows a maximum increasing or decreasing portion of approximately 3⁄8 inch along a 12-foot wall of a 12-by-16-foot room.

John Paul: For purposes of our later discussion, let's express that 3⁄8 inch in thirty-seconds. Lee: Three-eighths inch equals 6/16 inch, or 12/32 inch.

The Flooring Standard Is a Different Question


John Paul:
Now let's separate that from the flooring-industry requirement concerning an

out-of-rack installation.

Lee: Best industry flooring practices state that runs of flooring should generally be installed straight when the flooring is out of rack, unless conditions require otherwise. The installed flooring should not deviate from a straight line by more than 3/16 inch in 10 feet.

John Paul: And that's where inspectors need to be careful. A building code can have legal enforcement through the applicable jurisdiction. A flooring-industry standard serves a different purpose.

Lee: Exactly. So we have to ask: are we evaluating compliance with a building code, or are we evaluating compliance with a flooring installation standard?

John Paul: And as flooring professionals, our evaluation should be based on the appropriate flooring standards and the manufacturer's installation requirements—not simply on whether a building happens to satisfy a building-code requirement.

Lee: That's an important distinction. A room can comply with a building code and still present conditions that are outside a flooring manufacturer's installation requirements or accepted flooring-industry practices.

The Room Should Be Examined Before Judging the Installation

John Paul: Now let's apply that distinction to the inspection report we're reviewing.

Lee: The first question should have been: Was the room itself examined for squareness?
John Paul:
And according to the report we're reviewing, the inspector did not first examine the room for squareness.

Lee: That's significant. When the complaint concerns an out-of-rack hardwood-floor installation, the room itself should be evaluated before assigning responsibility to the installer.

John Paul: Exactly. If the room is not square, the flooring installer may have to make adjustments to accommodate the existing structure. Therefore, the condition of the room is part of the evidence needed to evaluate whether the flooring installation is actually defective.

Let's Look at the Inspector's Measurements

Lee: The inspector reported an out-of-rack measurement of 3/32 inch over 118 inches, and another measurement of 5/32 inch over 65 inches.


John Paul: Let's put those measurements into the same units as the flooring tolerance we're comparing them against.

Lee: The referenced flooring tolerance is 3/16 inch in 10 feet.

John Paul: Since 3/16 equals 6/32, the tolerance can also be expressed as 6/32 inch in 10 feet.

Lee: Now let's convert the measured lengths.

John Paul: The first measurement is 118 inches.
118 inches ÷ 12 = approximately 9.8 feet.
So the inspector measured 3/32 inch over approximately 9.8 feet.

Lee: And the second measurement is 65 inches.

65 inches ÷ 12 = approximately 5.4 feet.
So the second measurement was 5/32 inch over approximately 5.4 feet.

Comparing the Measurements With the Quoted Flooring Tolerance

John Paul: Now we can compare the measurements. The referenced industry tolerance is:
3/16 inch in 10 feet = 6/32 inch in 10 feet.
The first measured condition was: 3/32 inch in approximately 9.8 feet.

Lee: That's less deviation than the stated 6/32 inch in 10 feet.

John Paul: Correct. And the second measurement was: 5/32 inch in approximately 5.4 feet.

Lee: Again, the reported deviation is within the quoted 3/16-inch-in-10-feet tolerance when considered in relation to the much shorter measurement distance.

John Paul: So, based on the measurements reported in the inspection report and the quoted flooring-industry tolerance, the measurements do not support a conclusion that the installation exceeds that particular tolerance.

The Conclusion Needs to Follow the Measurements

Lee: That's where I have a problem with the original conclusion. The inspector reported that the installation did not meet the industry standard for squareness and concluded that the flooring needed to be replaced.

John Paul: But the measurements reported in the inspector's own report don't appear to support that conclusion when compared with the quoted tolerance.

Lee: That's the key issue.

John Paul: Exactly. We're not saying the inspector shouldn't have identified an out-of-rack condition. The issue is whether the measured amount actually exceeds the applicable installation tolerance.

Lee: And before reaching a replacement conclusion, the inspector should also have examined the room itself for squareness and documented those findings.

John Paul: Otherwise, we're evaluating the flooring installation without fully evaluating the conditions that the installer had to work with.

A Professional Inspector Has to Apply the Standard Correctly

Lee: This is where proper application becomes important.


John Paul: Yes. An inspector may have the correct standard in front of him, but the standard has to be applied correctly to the actual measurement.

Lee: In this case, the reported measurements were expressed in inches and fractions of an inch, while the cited flooring tolerance was expressed as 3/16 inch over 10 feet.

John Paul: So the measurements need to be converted into comparable units before making a determination of compliance.

Lee: Once that is done, the reported measurements are within the quoted tolerance.

John Paul: Which means the conclusion that the installation exceeded that particular industry tolerance—and therefore required replacement—is not supported by the measurements as presented.

Why This Matters to Flooring Professionals

Lee: This isn't simply an argument over fractions. John Paul: No. It's about methodology.

Lee: A professional flooring inspection should establish the applicable standard, identify the condition being evaluated, document the actual measurements, make the measurements comparable to the stated tolerance, and then reach a conclusion that is supported by those measurements.

John Paul: And when the complaint involves an out-of-rack installation, the inspector should also evaluate the room itself for squareness before determining whether the installer is responsible for the condition.

Lee: That's the difference between identifying a condition and proving a defect.

John Paul: Exactly.

Final Review

Lee: So let's summarize what we've established.

1.     Building-code requirements and flooring-industry installation standards are different considerations.

2.     A building may satisfy applicable building codes while still presenting conditions that require consideration under flooring-industry standards or manufacturer installation requirements.

3.     The room should be examined for squareness when evaluating an out-of-rack flooring complaint.

4.     The inspector reported 3/32 inch over 118 inches, or approximately 9.8 feet.

5.     The inspector also reported 5/32 inch over 65 inches, or approximately 5.4 feet.

6.     The quoted flooring tolerance is 3/16 inch in 10 feet, equivalent to 6/32 inch in 10 feet.

7.     The reported measurements, when converted into comparable units and evaluated against

the quoted tolerance, fall within that tolerance.

8.     Therefore, the measurements reported in the inspection do not, by themselves, support

the conclusion that the flooring installation exceeded the quoted out-of-rack tolerance.

9.     The conclusion that the flooring required replacement should not be based solely on those

measurements.

John Paul: And that's the larger lesson.

Lee: Measure carefully.


John Paul: Use the correct standard.


Lee: Convert the measurements correctly.


John Paul: Evaluate the conditions that existed before installation.

Lee: And most importantly—


John Paul: Make sure the conclusion follows the evidence. An inspector must also be able to reason and apply more than flooring knowledge. Another example for saying:
